The Foundations of Reading test for Rhode Island assesses proficiency in and depth of understanding of the subject of reading and writing development. The test reflects scientifically based reading research.
The Rhode Island Right to Read Act of 2019 requires educators to exhibit either proficiency in or awareness of the knowledge and practices of the Science of Reading and Structured Literacy. The Foundations of Reading test for Rhode Island assesses proficiency in and depth of understanding of the subject of reading and writing development. The test reflects instructional practices aligned with the Science of Reading.
Who Is Eligible to Take This Test?
Currently practicing educators required to meet the proficiency requirements of the Right to Read Act may elect to take the Foundations of Reading test as an alternate pathway to demonstrate proficiency when educators have already completed and mastered prior professional learning in the Science of Reading and Structured Literacy.
This includes educators who are currently teaching in the following roles:
- PK–5 Classroom Teachers
- PK–12 Reading Specialists and Coaches
- PK–12 Special Education Teachers
- PK–12 English to Speakers of Other Languages (ESOL) Teachers
- PK–12 Bilingual and Dual Language Teachers

4 hours and 15 minutes total appointment time
- 15 minutes for CBT tutorial and nondisclosure agreement
- 4 hours testing time
4 hours and 30 minutes total appointment time
- 15 minutes for tutorial and nondisclosure agreement
- 2 hours 30 minutes for the multiple-choice questions
- 15 minutes for optional break
- 1 hour 30 minutes for the open-response assignments
You may take restroom breaks during testing. Time taken for breaks is considered part of the available testing time.
